Government Financial Assistance Schemes


Non-means Tested Loan Scheme (NLS)

The NLS is administered by Student Finance Office (SFO) under the Working Family and Student Financial Assistance Agency (WFSFAA). The Non-means-tested Loan Scheme for Post-secondary Students (NLSPS) is used to complement the FASP to provide loan(s) to eligible students to settle tuition fees of locally-accredited, self-financing full-time post-secondary education programmes at the level of associate degree, higher diploma or degree. The Extended Non-means-tested Loan Scheme (ENLS) provides financial assistance in the form of loan(s) to eligible students to settle tuition fees of specific post-secondary / continuing and professional education courses studied in Hong Kong. Students pursuing the SHAPE top-up degree programmes could apply for assistance under the scheme. Non-means-tested Annual Subsidy Scheme (NMTSS)

From the 2017/18 academic year, the Government provides a non-means-tested annual subsidy for eligible students pursuing full-time locally accredited local and non-local self-financing undergraduate (including top-up degree) programmes in Hong Kong (save for those enrolled in places already supported under the Study Subsidy Scheme for Designated Professions/Sectors) offered by eligible institutions. The annual subsidy amount of NMTSS has been increased from HK$30,800 to HK$31,300 in the 2019/20 academic year. Both new and continuing SHAPE's full-time students meeting the criteria are eligible for the subsidy, which is tenable for the normal duration of the programmes concerned. Financial Assistance Scheme for Post-Secondary Students (FASP)

(for designated full-time locally-accredited degree programmes only)

The FASP, which is administered by Student Finance Office (SFO) under the Working Family and Student Financial Assistance Agency (WFSFAA), provides means-tested financial assistance to needy full-time students pursuing locally-accredited, selffinancing post-secondary education programmes at the level of associate degree, higher diploma or degree. SHAPE students pursuing the designated full-time locally-accredited degree programmes at SHAPE could apply for assistance under the scheme. Financial assistance is provided in the form of grant and / or loan. The maximum level of assistance is made up of: (i) tuition fees grant (ii) academic expenses grant and (iii) living expenses loan.
